My Advice
Stick with your Congress members. They are the ones who represent you; others will likely disregard what you say.
Contact them regardless of their party or stances. It is helpful for Congresspeople to be able to say a lot of their constituents are contacting them. They may take the issue more seriously if it is coming up a lot. There are also big divides within party. Also, while they might not want to do what you ask for the reason you ask, they may find another excuse (e.g., they can claim they voted a certain way on a bill because of something else in it).
Don't let the perfect be the enemy of the good. You can contact to just express your opinion, even if you don't have a specific ask or know exactly how they should handle it or what is the best thing to say. It is better you say something than nothing. You don't have to say a lot either.
It is good if you can ask them to do something. You don't need to, but if you have an ask, make it. It could be to vote for or against a bill. You could ask them to start an investigation, withhold funding for something, put out a statement, co-sponsor a bill, etc. If you aren't sure, it is fine not to, but if you have an ask, make it.
